Senior Manager, Budget, Payroll and Benefits Services

Salary 9A - $152,285.00 - $158,478.00

Position Summary:

Under the general direction of the Chief Financial Officer and Treasurer of the Board, the Senior Manager Budget, Payroll and Benefits Services provides strategic planning and leadership to the preparation, monitoring and reporting of the Board’s budget activities.

In addition, the Senior Manager Budget, Payroll and Benefits Services expertly leads a team of professionals responsible for the Benefits and Payroll Administration Board-wide.

Major Responsibilities:

Manage and provide strategic leadership in the development and monitoring of the Board’s budget that includes the preparation, analysis, forecasts, presentations and Ministry reports.

Manage, motivate and lead payroll and benefits staff ensuring that the team members possess the skills necessary to meet and exceed performance expectations of the various activities.

Develop, maintain, communicate and implement policies, procedures and operational guidelines as they relate to payroll and benefit services that are compliant with legislation, regulation, taxes and the Board’s policies.

Oversees the Board’s annual Operating and Capital budgets (Revenues and Expenses) in collaboration with various departments and Senior Administration.

Manage and oversee the provision and maintenance of OMERS and Teachers Pension Plans in compliance with collective agreements, plan provisions, contractual terms and administration policies and guidelines.

Manage and oversee the activities of the Payroll Department to ensure the provision and maintenance of an accurate bi-weekly payroll system.

Liaison for the provincial Employee Life and Health Trust (ELHT) and oversee the implementation and administrations of employee benefits as related to health, dental, life insurance and AD&D.

Actively participate in the development and implementation of various internal control parameters mandated by the Ministry and the Board and in the creation of policies related to financial processes and controls.

Oversees and manages the Board’s multi-year Operating and Capital budgets, ensuring compliance with the Ministry of Education and Public Sector Accounting Board (PSAB) and other regulatory financial reporting requirements and timelines.


Bachelor’s Degree in Finance, Business or Accounting or equivalent

Professional accounting designation (CPA, CA, CMA or CGA)

10 years advanced knowledge of related work experience including the management of professional staff

Skills and Competencies:

Proven leader with the ability to build, motivate and inspire a team of professionals

Proven strengths in written and oral communications

Strong facilitation, problem solving, conflict resolution, administrative, and organizational skills

Solid knowledge of Microsoft Office

Working knowledge of SAP an asset

Ability to meet tight deadlines while balancing multiple and sometimes conflicting demands from various stakeholders.
