Position Summary

Reporting to the Director, Facilities, the position is one of five management positions within the Facilities Department which includes capital planning, facilities, custodial, property management and transportation services. Working out of the Facilities site in Langford, the Manager, Facilities is responsible for managing the district’s 1000 hectares of grounds and fields and 31 buildings and 60 portables of facilities. This position is key in delivering the goals outlined in SD62’s Strategic Plan as well as the maintenance objectives within the District’s Facilities Plan which includes:

Delivering maintenance services to the schools and sites

Coordinating staff and resources to ensure safe and engaging learning environments

Working with local safety authorities to ensure sites and buildings are compliant with occupancy codes

Organizing resources to deliver secure and safe buildings and sites

Managing staff and resources to ensure programs are in place for optimal system life cycles

Supporting the Manager, Minor Capital on minor capital projects to support district’s growth

This position has strong links to a number of internal and external stakeholders such as the Board of Education, Ministry of Education, District Leaders, Principals/Vice-Principals, District Staff and external service providers.

Duties and Responsibilities

Leadership

Delegates appropriate responsibilities to the forepersons and lead hands

Orientates new staff and monitors their probationary time, including written reports

Manages staff performance, staff recognition and attendance management

Ensures facilities and grounds staff have a clear understanding of their work responsibilities and expectations

Develops and manages work schedules and workloads

Participates in departmental goal setting and defines the resources required to achieve the goals

Works with individual staff to set operational goals, adjusting work duties and processes as required

Chairs department meetings and work planning meetings

Participates on school district wide committees as assigned

Maintenance

Manages the district’s maintenance services activities including training, procurement and personnel management and assignment

Manages maintenance disciplines and practices specific to the school board

Manages inventory of district Facilities equipment, supplies and material

Manages indoor air quality requests in a timely manner

Manages the inter facility transfer of equipment for the district

Manages equipment and product evaluation for the maintenance department ensuring a standardized practice to deliver safety and cost effectiveness in equipment and product use

Manages the fire safety plans for district buildings

Coordinates reporting with municipal fire prevention officers and district principals to ensure district equipment and buildings follow fire safety requirements

Maintains reporting and communication for the repair and maintenance of built in emergency and evacuation equipment at district facilities

Ensures regulatory practices are complied with and mandated for the maintenance of all facilities

Manages the security services and access affecting school district property

Develops, implements and maintains the maintenance/repair quality standards required to maintain safety in service delivery and facility environments

Management

Participates in the annual budget preparation, forecasts the annual requirements for labour, material and equipment required to maintain the district’s facilities in safe and working state

Administers the facilities maintenance budget, monitoring and reporting variances

Develops and manages service contracts and tenders working with the purchasing department to ensure maximization of purchasing dollar

Verifies and approves invoices and receipts, ensuring price and quantity accuracy

Provides reports as requested, and prepares summary of accomplishments and effectiveness of the maintenance department

Develops and administers the district’s maintenance programs and schedules, preparing progress reports, charts and maintains records of completed work

Develops and manages computerized maintenance management system and preventative maintenance program, ensuring records are accurate, up to date and readily available

Ensures staff follow Board policy, the terms of the collective agreement, WCB regulations, WHMIS, health regulations and fire and insurance underwriter regulations

Develops and implements departmental procedures and provides input on departmental policies

Attends district sites to review work performed by staff and ensures assignments are completed efficiently and to acceptable standards and specifications

Education and Experience

Degree in Building Science or Engineering preferred

Minimum five years in a leadership role in a unionized setting

Minimum ten years’ progressive experience in working in maintenance as a trades person with a BCTQ or Inter-provincial TQ

Experience working in the K-12 education or public sector an asset

Experience management budgets/projects exceeding $2M

Strong knowledge of current best practices in the building and site maintenance practices, municipal and fire codes, hazard management techniques and preventative maintenance fundamentals such as time and schedule management

Proficiency in word processing and spreadsheet applications, as well as familiarity with host and internet-based computer applications
