Job Description

Reporting to the Executive Director, the Early Childhood Services Manager is responsible for the effective operation of programs that support the social, emotional, and developmental success of children in partnership with their families and communities. These programs include ABC Head Start, Home Education, Family Engagement, and Community Engagement.

Major Functions and Responsibilities

Oversee and maintain a safe work environment that maintains orderly, clean and appealing facilities by removing known and potential safety hazards for staff, children and visitors.

Participate in human resources and the hiring process for positions reporting to the Early Childhood Services Manager

Supervise a team of Program Supervisors who oversee ABC Head Start Society programs at a site level; prepare and facilitate regular program meetings, provide frequent, timely, and meaningful feedback to support their performance

Supervise the Community Engagement team in their annual program intake process and child enrollment

Ensure compliance with ABC Head Start Policies, Procedures and Standards of Practice, professional body guidelines and code of conduct

Ensure compliance with municipal, provincial, and federal mandates related to the operation of ECS programs

Ensure successful implementation of agency-adopted frameworks, curriculums, and affiliate programs

Ensure consistency of program quality across all sites; including oversight of family engagement programs and home education

Represent ABC Head Start in community forums such as coalitions, working groups, and committees. Present a positive and professional image of the agency when interacting with employees, community, visitors and other stakeholders

Maintain partnerships that support the agency’s strategic direction

Planning and budgeting related to ECS operations, administer budgets, approve program purchases, and monitor program adherence to the budget

Ensure that all health and safety policies and regulations are observed at all times

Ensure ABC Head Start Society’s compliance with Alberta Education PUF funding and other funding bodies that support the ECS program

Manage communications across programs

Participate in the public marketing and communications plan for the agency, as it relates to program operations and intake

Participate in the agency’s evaluation and quality improvement plan by maintaining detailed and accurate program records, reviewing evaluation results when making program decisions, and overseeing data collection activities that involve direct reports and frontline program staff

Develop long-term improvement strategies that are based on evidence and evaluation and are relevant to ABC Head Start’s target population of vulnerable children and families

Oversee the secure and legally compliant storage of all staff and student records and other documentation

Notify appropriate authorities in the event that evidence is found of child abuse, child neglect, and/or severe medical conditions

Other managerial duties, as assigned by Executive Director, to meet the needs of the community

Minimum Qualifications

Post-secondary training in a field related to early education is preferred. University degree in human services, education, or other related fields will be considered

Skills and Experience

5-7 years' experience as a Program Manager preferred

Current First Aid

Intermediate or higher level of knowledge of Microsoft office programs Outlook, Word, Excel and Teams

Reasonable knowledge and understanding of a variety of professional bodies and their guidelines; these may include ACSW, ACSLPA, ACOT, etc.

Demonstrate knowledge of current best practise in the area of early learning and care

Ability to prioritize and manage conflicting demands

Ability to respond to a dynamic and changing environment

Ability to exercise judgment within established policies, procedures and standards

Positive and professional attitude with excellent teamwork and team building skills

Effectively communicate both verbally and in writing

High flexibility with strong interpersonal skills that allow one to work effectively in a diverse environment

Knowledge of non-profit sector is an asset

Other Information

Successful candidate will be required to provide a Criminal Record check, a child intervention check, and First Aid with Childcare

This position is for 10 months/year having breaks matching a standard school year (2 weeks during Christmas and 1 week over Spring break)

Successful candidate will be required to obtain Criminal Record Check with vulnerable sector and a Child Intervention Check

Work Conditions

Interactions with children, teachers, administration, family members, visitors, government agencies/personnel under all circumstances

Manual dexterity required to use desktop/laptop computer

Intermittent physical activity including walking, standing, sitting, crouching, lifting and supporting students

During classroom visits, may sometimes be required to lift 30-50 lbs. to assist children or remove children from unsafe situations

Intermittent ascending and descending of flights of stairs dependent on location of site visits

Ability to sit for prolonged periods of time as there are long periods of keyboarding involving repetitive motions

Overseeing the safety and development of vulnerable children while managing conflicting priorities and ever-changing external influences like government funding can be stressful. A commitment to self-care, good boundaries, and professional debriefing are important skills to support success in these working conditions
